CA Greenhouse Gas Policy Moves Forward

In Sept., 2007, Gov. Schwarzennegger signed legislation
requiring CA to reduce overall Greenhouse Gas (GHG)
emissions to 1990 levels by 2025 (about a 25% reduction).
This reduction is intended to be achieved through
regulatory and market mechanisms.
Studies are underway to try to understand the most
cost-effective way for the CA electric sector to achieve
compliance. Perhaps the most comprehensive current
study is one sponsored by the CPUC / CEC (performed by
a team of consultants including E3 and PLEXOS Solutions)
to evaluate alternative methods of achieving GHG
reduction and the associated costs. Some experts are
concerned that both the 20 and 33 percent renewable
targets in 2020 may fall short of the 25% reduction in GHG
and additional measures may need to be considered. The

Modeling Cascading Hydro Systems
|

Hydro systems are often modeled simplistically without
fully optimizing the hydro resource or accurately
reflecting its physical constraints. Hydro resources are
often modeled as an hourly profile, which negates the
ancillary-service value and ability to respond to the
system's uncertainty. Storage models which are
optimized without considering other cascading hydro
components can understate the value of hydro or
inaccurately reflect actual physical limitations such as
timing between reservoirs.
Unlike other planning models, PLEXOS simultaneously
optimizes hydro with all other system constraints such as
pump storage, thermal, transmission, and energy,
ancillary-service, fuel, and emission markets. PLEXOS can
treat hydrological conditions stochastically and can model
the water value either intrinistically (PLEXOS derived) or
extrinsically (input variable). For a specific example of
