CAISO's  New LMP Market Moves Forward

 

The California Independent System Operator (CAISO) is implementing a new market structure, referred to as the CAISO Market Redesign and Technology Update (MRTU).  MRTU is a comprehensive overhaul of the markets administered by CAISO.  Major changes from the existing market include Locational Marginal Prices (LMP), Congestion Revenue Rights (CRR), and an integrated forward market.  

 

According to Dr. Anjali Sheffrin, CAISO Director of Market Product and Design, "MRTU will reinvigorate the electricity markets in California with transparent price signals for long term contracting, new investment, demand response participation, and congestion management."

 

The CAISO MRTU is expected to be implemented by February 1, 2008. The CAISO is currently using the full network model in PLEXOS to identify potential future congestion and associated market power issues.

Combined Cycle Modeling

 

Combined Cycle (CC) generation stations are composed of Combustion Turbines (CT), Heat Recovery Steam Generators (HRSG), and Steam Turbines (ST).  CC stations may have duct firing capability and thermal loads (cogeneration).  Historically, CC stations have been modeled in production-costing applications as a single thermal unit, instead of actual components tied together with real-world constraints.  A single-unit representation of a CC misses the flexibility offered by various CT configurations, over-simplifies the heat rate curves, and ignores critical operating constraints.  Software solutions employing a Mixed Integer Programming (MIP) solution overcome these challenges by modeling each of the components individually and respecting all operating parameters and constraints.  PLEXOS uses an advanced MIP algorithm to accurately model CC stations.
